I believe OSRS gold they tend to work on stuff first if it's very likely to pass a poll or if they may use the resources elsewhere. In this case it was directly according to a popular proposal from 6 months ago so they could suppose it'd be well received. But then people complain that they don't have sufficient details and vote it down. So they need to perform a significant quantity of the work before bringing it into the survey.
I can't confirm whether it's accurate, but Jagex has been on record dozens of times saying they do not put substantial dev time into pre-poll content. They mostly follow the ideas and roadmap and get community input pre-poll. I'm pretty certain group ironman was declared at runefest 2017 and was supposed to be released 6 months down the street at the most recent. Idk why Jagex makes many empty promises every Runefest; it's like they make all these programs and when they get in the dev work they realize it is actually going to be a lot more work than they expected but they're fearful of being transparent with the neighborhood about it.
The over-promise and under-deliver since it attracts people to get the premier club every year, and as soon as they have their cash out of that it's like they no longer give a fuck about the real updates. Jagex has the skilling contract framework laid out a long while ago. For instance, PoF contracts were added on the fly. It was only a ninja update that required a couple of days. The question is do they have better implementations than skilling contracts.
OSRS has multiple new training hotspots
PoF contracts came with 120 farming. And frankly, there's not a massive reason to do them if you don't want trim. They're only great for reputation, and reputation is actually only worth finishing for completions sake. They already added Aquarium before. Meanwhile, OSRS has been stuck with the exact same old same old means of construction training for 7 years before now.
Saying aquarium is not the exact same old way of instruction is extremely questionable. Additionally, by your logic of"new hotspot = new method of training" OSRS has multiple new training hotspots including gnome chairs for EHP training. Is not Mahogony Homes with the same old way of training for OSRS too? It was. At least Aquarium brings out more methods for incorporating fishing to it. If you are looking at brand new methods of construction training, wait a few months until RS3 comes up with fresh brand Construction approaches in the style of Safecracking at RS3. It has just been revealed from the livestream cheap RuneScape gold continuing now.
